The Federal Plastics Registry (FPR) was developed by the Government of Canada as a data collection system to track plastic production across the country. The purpose of this program is to assist with government actions on plastic pollution reduction and help monitor progress on Canada’s zero-plastic waste goals. Details about the FPR was published on April 20, 2024, in the Canada Gazette, Part I as a part of the Canadian Environmental Protection Act, 1999 (CEPA).

Reporting to the FPR is mandatory for any person, business, organization or other entity that meet the requirements set out in the “Guide for Reporting to the Federal Plastics Registry – Phase 1.” Reporting for the 2025 Calendar Reporting Year is to be completed by September 29, 2026, using the online system administered by Environment and Climate Change Canada (Regulatory Services Platform).

Businesses required to report are classified as any person that imports, manufactures, and places plastic on the market in Canada in the following production categories destined for the residential waste stream:

  • Resins,
  • Plastic Packaging, filled and unfilled,
  • Electronic and Electrical Equipment (EEE),
  • Single-use or Disposable Products,
  • Agriculture and horticulture,
  • Tires,
  • Transportation,
  • Construction,
  • Fishing and aquaculture,
  • Apparel and textiles.

To help ensure that the FPR focuses on significant plastic contributors and reduces administrative burden on smaller entities, the following persons are exempt from the reporting requirements:

  • A person that manufactures, imports, or places on the market less than 1,000 kg of plastic products or packaging per calendar year are exempt from reporting requirements.

Any persons who are found to meet the reporting requirements but (1) fail to report, (2) fail to report on time, or (3) knowingly submits false or misleading information, face penalties as listed under section 272 of CEPA. It’s good practice for a person / business who did not meet the reporting criteria or was exempt from reporting in the previous years to review their status each year to determine whether they are required to report.
